President Mrs. Judith E. Vanterpool
On August 1st, 2018, Mrs. Judith E. Vanterpool was appointed as Acting President of the H. Lavity Stoutt Community College.
Mrs. Judith E. Vanterpool has had a long and storied relationship with the H. Lavity Stoutt Community College from the institution’s inception in 1990. In her early days with HLSCC, Mrs. Vanterpool served as a lecturer in Humanities and Teacher Education. Thereafter, she transitioned to an administrative role within the organization and provided expertise as the Senior Executive Assistant to the then President, Dr. Charles Wheatley OBE. After a stint away from HLSCC during which she took time to develop personal enterprises, Mrs. Vanterpool later returned to the College as Director, Lead Instructor and Internal Verifier for the Chartered Management Institute (CMI) programme. In that programme she delivered instruction and training in leadership, change, performance management, and other subjects in professional management.
Shortly after rekindling her ties with HLSCC via the CMI programme, Mrs. Vanterpool was appointed to serve as Dean of Workforce Training. Under her able leadership the Workforce division attained licensure from several international organizations, such as City and Guilds, to offer professional training in a variety of areas. Also during her Deanship, leadership training workshops were provided for various local corporate entities, such the Department of Disaster Management. In more recent times, Mrs. Vanterpool has served as Vice President of Academic Affairs, the most senior academic post at the College which involves leadership of Registry and Enrolment Management Services, Student Success Centre, all academic departments in Arts, Sciences & General Studies, the Virgin Gorda Centre, Information Technology Department, and the Workforce Training Division. As Vice President, Mrs. Vanterpool has also led the College’s Accreditation Steering Committee and graduation committee, in addition to other academic and administrative responsibilities.
Outside of her affiliation with the College, Mrs. Vanterpool has maintained a highly-regarded reputation as an educator, businesswoman, and professional trainer. She has taught with distinction at every level in the BVI education system. She is also a successful businesswoman who has co-founded K-Mark’s Foods Ltd., dba OneMart Supermarket, and she has established BizCommEd Consulting Ltd, an educational consulting and training firm through which she has conducted seminars, presentations and research locally and regionally.
Mrs. Vanterpool holds a Bachelors degree in English Language, Linguistics and Education and dual Master’s degrees in Leadership in Education and Leadership and Organizational Development. At present, she is in the final stages of completing her Ph.D. in Leadership and Change.
It is with these outstanding educational and professional accomplishments, her clear commitment to HLSCC in various capacities over the years, and her proven ability to lead and deliver results, that Mrs. Judith E. Vanterpool has accepted the new challenge as President of the H. Lavity Stoutt Community College. Her vision for the institution is for it to become a highly-regarded household name in the territory and a beacon regionally. Her goals as newly-appointed President are to position the College to receive reaffirmation of accreditation in 2020, foster partnerships with businesses and other institutions, provide relevant offerings to the community in a timely manner, develop a college leadership model of team management, and to advance the culinary arts and hospitality programmes to further enhance the territory’s tourism product.

Theodore Provo was appointed as the first President in November 1989.
Charles H. Wheatley, OBE succeeded Dr. Theodore Provo as President on February 1, 1991 and served as the 2nd President until 2005.
Michael E. O’Neal was appointed as the third President on August 1, 2005 and served until December 31, 2008.
Dr. Karl Dawson was appointed the fourth President on August 1, 2008 and served until July 31 2016.
Dr. Janet Smith was appointed as the fifth President on August 1 2016 to present.
Mrs. Judith Vanterpool was appointed as the sixth President on August 1, 2018
Dr. Janet Smith was name the 5th President of the H. Lavity Stoutt Community College. Smith succeeds Dr. Karl Dawson who announced an early departure, and as a result, the Board of Governors named Smith for the current academic year or until a suitable replacement is found.
Dr. Smith was the first female to hold presidency at the H. Lavity Stoutt Community College having served a consultant to the Government in 1989 prior to the College’s establishment in 1990. She served as a Board Member from 1990-1995 and Deputy Chairperson of the Board from 1995-1998 as well as a consultant to various projects.
Dr. Smith completed her primary and secondary education in West End and Road Town, and completed her undergraduate and graduate studies at Inter American University in Puerto Rico and Michigan State University, respectively.
Dr. Karl Dawson was the 4th President at the H. L. Stoutt Community College in the Virgin Islands. A native Virgin Islander, he received his early education here, and then attended the University of the West Indies in Barbados and the Bahamas where he earned a bachelor’s degree in hotel management in 1990. Following that experience, he worked in the tourism industry for two years before joining the faculty at the then recently opened H. L. Stoutt Community College in the British Virgin Islands.
At the College, he served as Coordinator of Hospitality Studies and later as Dean of Technical, Vocational and Professional Studies. During this period he earned a Master’s of Arts in Education from Wright State University in Dayton, Ohio. In 2003 he embarked on doctoral studies at the University of Florida in Gainesville.
Towards the end of his studies in 2007 he was appointed as Vice President at the H.L. Stoutt Community College. He was awarded the Doctor of Philosophy with a concentration in Higher Education Administration in May 2007.
As a scholar, his research interests include organizational behaviour and leadership. His recent dissertation is entitled Organizational Learning in a Community College. He is also keen on utilizing his research skills to help in providing information that could assist in solving social problems in the Virgin Islands. Dr. Dawson is married to the former Janice Rhymer and they have three children. He is very active in the Methodist Church in the BVI and is also a lover of music and plays the cello in the College’s ensembles.
Dr. Michael E. O’Neal was the 3rd President of the H. Lavity Stoutt Community College, British Virgin Islands, and had previously served as Vice President from 1993-2005. He was appointed as the third President of the College on 1 August 2005. Before joining the College, Dr. O’Neal served as the first Resident Tutor/Head of the University of the West Indies Centre in the BVI. In addition, from 1997-2004, Dr. O’Neal held appointment as Core Professor at the Graduate College of the Union Institute in Ohio, where he supervised Ph.D. students in interdisciplinary studies. Prior to his academic career, Dr. O’Neal was a managing director of the business enterprises of J.R. O’Neal Ltd. in the BVI. He has served on numerous boards and commissions, including the BVI Public Service Commission and the Development Bank of the Virgin Islands, and is currently Chairman of the BVI National Parks Trust.
A social scientist by training, Dr. O’Neal holds postgraduate degrees in anthropology (Ph.D., Union; MA, Goddard) and an undergraduate degree in economics and business administration (BA, Inter-American University of Puerto Rico). He is also an alumnus of the Higher Education Leadership Programme of Harvard University’s Institute for Educational Management. Dr. O’Neal’s primary area of academic research is concerned with the political economy of development. His other research interests include medical anthropology and family business studies. Dr. O’Neal is a member of several professional associations and learned societies, and is a Fellow of the Royal Anthropological Institute (U.K.) and of the American Anthropological Association. Dr. O’Neal is married to Verney Seymour O’Neal. They have four children and one grandchild.
Dr. Charles H. Wheatley is Chairman of the H. Lavity Stoutt Community College Board of Governors. Dr. Wheatley holds a Doctor of Philosophy by research from Union Institute in Multicultural Education and Leadership with a doctoral dissertation on “Multicultural Education with special reference to the British Virgin Islands”.
Dr. Wheatley’s early education was attained in the British Virgin Islands, after which he embarked on his career in education. His early professional training took place at the Leeward Island Teachers College, after which he pursued an Honours Bachelors degree in History and Philosophy at Mount Allison University, Canada. He subsequently earned a Masters degree in Curriculum development and educational administration from the University of Toronto.
Dr. Wheatley is a fifty-year veteran of education in the British Virgin Islands. He has served as an assistant teacher, primary school principal, principal of BVI High School, Chief Education Officer, and Permanent Secretary in the Ministry of Health, Education and Welfare. His impact on policy, structure and operations of educational institutions in the Virgin Islands is still evident to this day. During his tenure he was noted for curricular innovation at the BVI High School, and restructuring the organization to meet the needs of the day. Among his contributions is his development of the music programme at the High School, which is regionally acclaimed.
Dr. Wheatley was appointed as the second President of the newly-opened H. Lavity Stoutt Community College in 1991 and served in that capacity until 2005. Under his leadership the College’s enrolment tripled to over nine hundred students. During his tenure the College established ties with regional and international universities, including Missouri Southern State College, now Missouri Southern State University. These alliances enabled residents of the British Virgin Islands to earn Bachelors and Masters degrees in business, education and nursing from such institutions as the University of the Virgin Islands, Wright State University, the State University of New York at Buffalo, and Missouri Southern State University. During this time the College was established as a leader among similar institutions in the region and hosted several delegations from sister institutions.
Dr. Wheatley’s service extended far beyond the organizations with which he was employed. He was the University of the West Indies Representative in the Virgin Islands from 1981 to 1992, and has been the local representative for the Royal Schools of Music since 1978. He has served on numerous local boards, including the National Advisory Council on Drugs, National Advisory Council for Disaster Preparedness, Board of Directors of BVI Social Security Scheme, BVI Scholarship Trust Fund Board, Board of Education later the Education Advisory Committee. He also has chaired the BVI Scholarship Committee, the Teaching Service Committee, and member of the Public Service Review Committee, 1999. He was also a Founding Member of the Caribbean Examinations Council, which serves the Caribbean region.
For his service, Dr. Wheatley has been honoured by the Caribbean Examinations Council, the B.V.I. Government and the Methodist Church in the Virgin Islands. He was made an Officer of British Empire (OBE) in 1996 and received the University of the West Indies Medal for Long and Meritorious Service in 1998. He maintains memberships in numerous community service associations and organizations, including the Rotary Club of Tortola, and was made a Paul Harris Fellow in 1987.
Dr. Wheatley also enjoys music and has served as organist for various Methodist congregations since 1957. He co-founded the Boys Brigade in the British Virgin Islands in 1956 and is a very passionate about effective leadership and believes that the B.V.I. needs more proactive Christian leaders. Dr. Wheatley is far busier in retirement than at any other time in his life. He is a director of the National Educational Services Company (Ltd.) and is often called upon as a consultant in his areas of expertise. His current involvement in the Methodist Church BVI includes his service as a lay preacher and as Circuit Steward, which is a post associated with administering the thirteen Methodist congregations in the territory. His other goals in retirement are to train leaders at all levels of the community and to write about his experiences as an educator in the British Virgin Islands. Dr. Theodore L. Provo, of Spencer, Massachusetts, was appointed by HLSCC’s Board of Governors as the first President of the College effective 1 December 1989 and served in that capacity until 1991.
Dr. Provo was President of Greenfield Community College in Massachusetts from 1982-1989 and was formerly Dean of the School of Education and Community Service at William Paterson College in Wayne, New Jersey.
Dr. Provo earned a Master of Science degree in Education and a Doctor of Philosophy from Kansas State University in Manhattan, Kansas. His administrative experience included consultancy services for school systems, governmental agencies, community, business and industrial organisations.
As President of the Greenfield Community College, he was the major administrative officer for an institutional budget of some $9 million, served by 110 faculty members and 70 support staff. His responsibilities included student enrolment exceeding 3,500 students as wells as 48 academic programmes consisting of transfer and career programmes.
Dr. Provo and his wife Lucia (Ph.D.) have four children. He has written several publications and is a member of several prestigious educational organisations, including the American Association of University Professors and the American Conference of Academic Deans.
